REQUEST: Authorization to execute a change order to Wharton-Smith, Inc. for ammonia system improvements at the Water Treatment Plant (WTP) in the amount of $807,671.88.

EXPLANATION: Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc. On March 22, 2022, the Village Council Awarded a Guaranteed Maximum Price (GMP) amendment to Wharton-Smith, Inc. in the amount of $206,857.68 for chemical feed system improvements. Staff is seeking authorization to issue a change order to Wharton-Smith, Inc. for ammonia system improvements at the Water Treatment Plant (WTP). This change order is part of the WTP Chemical Feed System Improvement project and directly addresses the need to perform various upgrades to the Water Treatment Plant's ammonia system. Substantial completion has been established at 550 calendar days from the notice to proceed.

The Village uses anhydrous (gaseous) ammonia at the Water Treatment Facility as part of the treatment process. Ammonia is combined with chlorine to form a chloramine residual for disinfection of the water. The existing system requires considerable maintenance and is past it's useful service life. The project proposes a new bulk ammonia storage tank, enhanced automation to reduce manual operations, additional injection points to enhance resiliency and simplify operations, and replacement of aged iron piping in the system. The system will be relocated to a central location on the plant site, which will reduce maintenance requirements.

Staff recommends executing a change order to Wharton-Smith, Inc. for ammonia system improvements at the Water Treatment Plant (WTP) in the amount of $807,671.88, including $85,000.00 in owner-controlled contingencies.
