EXPLANATION: On September 28, 2021, Council awarded an engineering services contract (RFQ 202121) to multiple vendors. As part of the solicitation, Hazen & Sawyer P.C. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer P.C. to provide water and wastewater treatment engineering consulting services to the Village.

The Village of Wellington Wastewater Reclamation Facility (WRF) is an activated sludge facility. The RAS/WAS system is the portion of the treatment process that takes settled sludge from the clarifier and returns it to the aeration basin (return activated sludge or RAS) or removes it from the treatment process (waste activated sludge or WAS). The WRF RAS/WAS pumps and MCC-1, MCC-2, and the electrical duct bank to Clarifier 1 and 3 have reached the end of their useful service life, and have been identified in previous condition assessments and design reports as a priority for replacement. This work order seeks to address the design of the replacement and rehabilitation of the Clarifier 1 and Clarifier 3 RAS / WAS pumps and the aged electrical infrastructure servicing all clarifiers.

Staff recommends awarding a task order to Hazen & Sawyer P.C. to provide engineering consulting services for the Water Reclamation Facility (WRF) Clarifier 1 and 3 repair & replacement project at a cost of $230,131.00.
