EXPLANATION:                     On September 28, 2021, Council awarded an engineering services contract (RFQ 202121) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize such contract with Kimley-Horn and Associates, Inc. to provide water and wastewater treatment engineering consulting services to the Village.

The Village Utility Department is seeking authorization to commence with the engineering design of High Pressure Pump nine (HPP9) at the Water Treatment Plant (WTP) - Membrane Plant 2 (M2) to enhance redundancy and provide full standby capacity of the three Nanofiltration (NF) trains in M2.The intent of HPP9 is to provide a hard-piped, inline spare pump that can pump pre-treated raw water to any one of the three (3) trains in Membrane Plant 2.  The design will include a new micron filter, new variable frequency drive, new high-pressure pump, and new piping to the existing treatment trains. Construction of this pump will facilitate the transition to all membrane treatment, by providing spare pumping capacity in accordance with Ten State Standards, which has been adopted by the FAC, for meeting Max Daily Flow (MDF) capacity with largest unit out of service for maintenance.

Staff recommends awarding as task order to Kimley-Horn and Associates, Inc. to provide engineering consulting services for the Water Treatment Plant (WTP) High Pressure Pump Nine (NPP9) Project at a cost of $76,416.
