EXPLANATION:                     Information was presented during the December 12, 2022 Council Workshop regarding possible options for the Wellington Green Park site.  In an effort to gauge if there is interest from qualified firms/organizations for the development of the site, two requests for letters of interest were drafted.  The two requests for letters of interest drafted are for interested parties to develop the site as they choose or limit it to mixed use.  Once released, interested parties shall submit their package within 30 days.  Real estate transactions in accordance with Section 166.045, Florida Statutes and Section 2-52 of the Wellington Code of Ordinances are exempt from competition, however a modified request for letters of interest approach was taken for this site.

Staff requests Council direction regarding the letter of interest (LOI) options for Wellington Green Park based on discussion at the May 9, 2023 council meeting wherein Council elected to not move forward with the unsolicited proposal from Project Lighthouse.  Further to that,  attached to this item is the legal review of the Project Lighthouse unsolicited proposal which indicates the proposal components do not meet the requirements of a qualifying project and/or proposal pursuant to Section 255.065(1)(i) and Section 255.065(1)(h), Florida Statutes.
