REQUEST: Authorization to 1) Award a contract for the Section 24 Impoundment Expansion to H&J Contracting, Inc in the amount of $3,911,315.00; 2) Award a construction administration services task order to Mock Roos and Associates in the amount of $321,100.00; and 3) Approve Resolution No. R2024-17 amending the General Fund and Governmental Capital Fund Budgets for Fiscal Year 2023-2024 by allocating monies from Unassigned General Fund Balance for the Wellington Environmental Preserve Expansion Project.

EXPLANATION: Staff is seeking authorization to:
1. Award a contract for the Section 24 Impoundment Expansion to H&J Contracting, Inc in the amount of $3,911,315.00.
The intent of this bid is to enter into a construction contract for the Moncada Property Section 24 Impoundment Expansion. The major project components generally consist of, at a minimum, earthwork (excavation, embankment, demucking, dewatering, etc.), installation of 48" corrugated aluminum pipes, control structures, paved pedestrian trails, shellrock equestrian trails, standard FDOT pavilion(s), stabilized grass parking areas, wetland and upland plantings, seeding and sodding.
On January 17, 2024, Wellington released ITB #202404 on Demandstar and Wellington's website, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post. On February 20, 2024, three (3) proposals were received, as summarized below.
