ITEM: ORDINANCE NO. 2022-29 (FY 2022/2023 ANNUAL CAPITAL IMPROVEMENT ELEMENT UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN)
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2022/2023 THROUGH 2027/2028 FIVE-YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; UPDATING POLICY CI 1.2.5 TO ADOPT THE SCHOOL DISTRICT OF PALM BEACH COUNTY’S FISCAL YEAR 2022/2023 10-YEAR CAPITAL IMPROVEMENTS SCHEDULE BY REFERENCE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval of Ordinance No. 2022-29 updating Table CI-1, Wellington Capital Improvements Plan 5-Year Level of Service Projects, and Policy CI 1.2.5 which adopts the School District of Palm Beach County’s 10-Year Capital Improvements Schedule by reference, of the Capital Improvements (CI) Element of Wellington's Comprehensive Plan

EXPLANATION: Pursuant to Section 163.3177(3)(b) of Florida Statutes, local governments are required to undertake an annual review of the Capital Improvements Element to update the Five-Year Capital Improvements Plan (CIP) for Level of Service (LOS) projects. The update to the schedule is not considered an amendment to the Comprehensive Plan. Staff has conducted the review, and is proposing to update Table CI-1 of the Capital Improvements Element with the following LOS projects as shown in Exhibit A of Ordinance No. 2022-29:
• ACME 10-Year Flood Mitigation Program to improve conveyance and drainage on roadways;
• Athletic Field Improvements to Community Parks throughout Wellington;
• Communication and Technology Investment Program throughout Wellington;
• Olympia Park Tennis and Basketball Court improvements;
• Public Works Facilities Improvements to expand park maintenance storage areas and complete hazard mitigation improvements;
• Construct a central maintenance building for utilities;
• Upgrade playground equipment and landscaping at Staimford Park;
• Add equestrian trail crossings at the C1 Canal and expand trail connections at Palm Beach Point and 50th Street;
• Conduct a needs assessment, plan, and design of the future Sheriff Substation and Building Department offices;
• Add trails and amenities to expanded natural area of Wellington Environmental Preserve
• Widen the multi-use path and/or expand multi-purpose pathways along Big Blue Trace, Aero Club Drive, and Greenview Shores Boulevard;
• Rework drainage, expand, and improve signalization at the Pierson Road and South Shore Boulevard intersection;
• Add hard courts, clay courts, and pickle ball courts to the Tennis Center;
• Phase II of Town Center;
• Planning of the reconstruction or relocation of the Aquatics Center;
• Utility Communication and Technology installation and upgrades;
• Expansion of the Water Treatment Plant on Wellington Trace;
• Various improvements to the Water Reclamation Facility on Pierson Road;
• Raw water supply improvements throughout Wellington;
• Mechanical and electrical improvements to the Water Storage and Repump Stations
• Water meter replacement throughout Wellington; and
• Force main replacement and lift station upgrades throughout Wellington.
The following LOS project has been removed from the Table:
• Reuse Systems Expansion was removed from the 10-year plan for 2022/2023
In addition, Policy CI 1.2.5 - School District of Palm Beach County has been amended to adopt the School District of Palm Beach County’s 10-Year Capital Improvements Schedule as adopted by the School District’s Fiscal Year 2022/2023 budget by reference.
