ITEM: AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH HINTERLAND GROUP, INC., FOR MANHOLE REHABILITATION

EXPLANATION: The Utility Department maintains over 4,000 sanitary manholes throughout the Utility Service Area. These manholes are a critical component of the Utility’s sanitary sewer system. Over time, hydrogen sulfide gas, corrosion and other harmful chemicals can cause manhole walls to deteriorate. If not addressed, breaks and cracks can evolve into critical issues such as excess groundwater infiltration into the sanitary sewer system. This project includes the rehabilitation of nineteen (19) manholes throughout the Village which are in immediate need of repair. Manhole rehabilitation is much more cost effective than excavating and replacing the manholes.
On March 10, 2015, Palm Beach County awarded contract #R2015-0318 (WUD Project #14-047) effective through September 10, 2016 and subsequently renewed the contract for an additional year through September 9, 2017. In order to ensure the best pricing, staff compared the Palm Beach County contracted price with a similar City of West Palm Beach contract, and the Palm Beach County contract provided the best overall value to the Village.
Staff recommends utilizing Palm Beach County contract #R2015-0318, as a basis for pricing, with Hinterland Group, Inc., a Palm Beach County local vendor, for manhole rehabilitation in the amount of $61,613.67.
