ITEM: AUTHORIZATION TO UTILIZE A CITY OF LAKE WORTH BEACH CONTRACT AS A BASIS FOR PRICING FOR THE WATER AND WASTEWATER UTILITY WORK AT K-PARK

EXPLANATION: The Village received state appropriation funding under Agreement L0565 for $4,600,000 for water and sewer work at K-park. Funding provided under this Agreement is to be used for construction and installation of public utility infrastructure needed to serve the Wellington mixed-use development, including retail, office, hotel, residential, and a non-profit PK-12 school component. Specifically, reimbursable work includes the construction/installation of lift stations, existing lift station improvements servicing this development and offsite developments, sanitary sewer lines, force mains, water mains, fire service facilities, and associated direct site work.
Initial phases of construction on the project includes onsite water and sewer work required to serve the mixed-use development. This work is proposed to be completed utilizing a piggyback agreement from the City of Lake Worth Beach. The City of Lake Worth Beach executed agreements with multiple vendors for IFB #25-105 - Emergency Utility Repairs for Water, Wastewater and Stormwater. The City reserves the right to utilize the contractors awarded for other urgent repair work consistent with the Scope of Work even if the repair work is not an emergency. The agreement with Johnson-Davis, Inc. was executed on June 26, 2025 for an initial term of three (3) years with two (2) additional 1-year renewal options.
Pending approval of this item, staff will initially issue an authorization to utilize a City of Lake Worth Beach contract with Johnson-Davis, Inc, for the water and wastewater on-site utility work at K-park, in the amount of $2,277,190.00.
Future phases of the project are anticipated to include off-site sewer force main upgrades and upgrades to Village of Wellington owned Lift stations. All contracts issued will be required to meet the requirements of Village of Wellington Purchasing Manual and all requirements of the state appropriation. Staff is requesting approval to issue contracts for construction and/or construction administration of K-park water and sewer onsite and off-site infrastructure not to exceed $4,600,000.
