REQUEST:                     Authorization to award a contract to South Florida Building, Inc., DBA BDI Marine Contractors, for the Peaceful Waters Boardwalk Phase II Project, in the amount of $283,514.00.

EXPLANATION:                     The Peaceful Waters Boardwalk Phase II Project includes the repair and replacement of approximately 625’ of existing wood decking and railing within the Peaceful Waters Wetland. The Utility Department has established a three-phase approach  to replace the wooden boardwalk which has deteriorated and is considered a safety risk if not replaced soon. The boardwalk was originally constructed in 2007/2008. Phase I replacement was completed successfully last year. The new decking material will consist of a composite engineered planking with a useful life of approximately thirty (30) years. 

 

The wetland park will be closed for approximately 180 days during construction.  This project is part of the approved Utility Capital Improvement Plan. Wellington received a $200,000 grant from the Department of Environmental Protection under their Recreational Trails Program for Phase II.

 

On May 5, 2019, the Village released ITB #201911 on Demandstar, seeking qualified firms to provide construction services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On June 5, 2019, the Village received thirteen (13) bids as summarized below:

Staff recommends awarding a contract to South Florida Building, Inc., DBA BDI Marine Contractors, the lowest responsive, responsible bidder for the Peaceful Waters Boardwalk Phase II Project, in the amount of $283,514.00.
