ITEM: AUTHORIZATION TO: 1) AWARD A TASK ORDER, TO PROVIDE ENGINEERING CONSULTING SERVICES, FOR A RISK AND RESILIENCE ASSESSMENT; AND 2) APPROVAL OF RESOLUTION NO. EXPLANATION: Staff is seeking authorization to:
1) Award a task order, to provide Engineering Consulting Services, for a Risk and Resilience Assessment in the amount of $131,421.
On August 8, 2017, Council awarded an engineering contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of the Village's engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C. to provide engineering consulting services for a Risk and Resilience Assessment (RRA) for the Village of Wellington.
On October, 23, 2018, the America's Water Infrastructure Act of 2018 was signed into law. Under the Act, drinking water systems will be required to conduct risk and resiliency assessments and prepare emergency response plans based on the assessment. The assessment must include: the risk of the system from malevolent acts and natural hazards; the resilience of the infrastructure including cyber resilience; the monitoring practices of the system; the financial infrastructure of the system; the use, storage and handling of chemicals and the operation and maintenance of the system.
