REQUEST: Authorization to: 1) Award a contract to Hinterland Group, Inc., for forcemain replacement projects located at the Forest Hill Boulevard and the C-8 Canal crossing and the C-2 Canal crossing adjacent to the Wanderer's Club, in the amount of $358,417.50; and 2) Award a task order to Mock Roos & Associates, Inc., to provide construction phase engineering services for the project in the amount of $25,000.

EXPLANATION: Staff is seeking authorization to:
1) Award a contract to Hinterland Group, Inc., for the forcemain replacement projects located at Forest Hill Boulevard at the C-8 Canal, and the C-2 Canal crossing adjacent to the Wanderer's Club Golf Course, in the amount of $358,417.50. This project includes replacement of the existing 12" forcemain under Forest Hill Blvd at the C-8 Canal with a 16" forcemain using a horizontal directional drilling process which eliminates the need to disrupt traffic patterns. Upsizing is necessary to accommodate increased demands. Additionally, the project includes replacement of the forcemain over the C-2 Canal adjacent to the Wanderer's Club Golf Course. This aerial forcemain is being replaced due to age. This project is included in the approved Utility Department Capital Improvement Plan budget.
On April 7, 2019, Wellington released ITB 201908 on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On May 8, 2019, six (6) proposals were received as summarized below:
